He is the Founder and Technical Director of the Risk Optimization Resource Centre and the developer of the innovative Risk Optimization methodology, a suite of advanced tools and techniques designed to streamline safety management systems while optimizing risk control and resource allocation.

Victor’s expertise spans system design, implementation, training, auditing, and regulatory alignment across the food, cannabis, feed, cosmetics, packaging, logistics, and pharmaceutical sectors. His work focuses on transforming conventional compliance-driven systems into practical, risk-focused management frameworks that improve operational efficiency, strengthen safety culture, and support sustained certification readiness.

Prior to establishing the Risk Optimization Resource Centre, Victor spent more than 25 years with SGS North America, where he played a central role in developing food safety training and auditing programmes across North America and the Caribbean. He served as a lead auditor, trainer, and technical programme manager for internationally recognized standards including ISO 22000, FSSC 22000, BRC, SQF, and HACCP-based systems.
