José E. Trejo

José E. Trejo is a senior executive and institutional development specialist with more than two decades of experience in national quality infrastructure, public sector governance, and industrial development.

He has held leadership roles at the highest levels of the regional standards system, including serving as Executive Director of the Trinidad and Tobago Bureau of Standards and Director of the Belize Bureau of Standards.

José has led major institutional modernization initiatives, strategic planning processes, and governance reforms to strengthen national standards bodies and improve regulatory effectiveness. His work includes the development of national quality policies, the expansion of metrology and conformity assessment systems, and the mobilisation of international development financing to support institutional strengthening and trade competitiveness.

He has also played a significant role in regional quality infrastructure initiatives through leadership positions with the CARICOM Regional Organization for Standards and Quality (CROSQ), supporting collaboration among Caribbean national standards bodies and advancing regional policy frameworks.

Within QSM Consulting project teams, José brings strong expertise in strategic planning, governance reform, policy development, and stakeholder engagement, supporting governments and institutions in strengthening quality systems, improving regulatory performance, and advancing national competitiveness.
