Lynne Gibbens

Mrs. Lynne Gibbens is a senior standardization and governance expert with more than 25 years of experience in national, regional, and international standards development.

She most recently served as Manager, International Standards Development – IEC at the Standards Council of Canada (SCC), where she was responsible for Canada’s participation in the International Electrotechnical Commission (IEC) across policy, technical, and conformity assessment activities.

From 2011 to 2024, she served concurrently as National Secretary to the Canadian National Committee of the IEC (CANC/IEC), overseeing the governance and operational management of Canada’s engagement in over 100 IEC technical committees and subcommittees. In this role, she managed national mirror committee structures, ballot coordination, expert nominations, IEC secretariat assignments, and Canada’s representation on IEC governance and advisory bodies. She provided policy guidance and performance oversight to Canadian members serving on the IEC Standardization Management Board (SMB), Conformity Assessment Board (CAB), IEC Board, and related bodies.

Her responsibilities included development and implementation of national directives governing participation in international and regional standardization, strategic priority setting for the electrotechnical sector, and alignment of Canadian positions with broader industrial, regulatory, and trade policy objectives. She led research and analysis on industrial, economic, and geopolitical issues affecting electrotechnical standardization and prepared formal Canadian positions for international deliberation.

She has also contributed directly to international governance initiatives, including service as Alternate Member of the IEC SMB, Co-Convenor of the ISO/IEC Joint Strategic Advisory Group on Gender Responsive Standards, and participation in cross-organizational coordination bodies such as the IEC/ISO/ITU Standardization Program Coordination Group. Her work has included strategic planning, terms of reference development, succession planning frameworks, and policy reform initiatives within regional forums.

Her expertise includes standards policy development, international governance frameworks, conformity assessment systems, mirror committee management, stakeholder engagement, quality management systems (ISO 9001), and strategic program and financial oversight. She holds a B.A. (Honours) in Law and professional certifications in quality management auditing and standards practice.
