Assignment Overview

Contributed as part of a four-member consulting consortium (KMA Consulting Ltd, A-Z Information Jamaica Limited, and technical specialists) to the design and delivery of an eight-module national MSME capacity-building programme under the CDB-funded MSME Loan-Grant Facility.

The programme was implemented under two complementary consultancy streams:

  • Advanced Business Planning Training and Technical Assistance

  • Operational Enhancement Training and Technical Assistance

Within this structure, I was responsible for the development and delivery of two strategic modules:

  • Enterprise Development & Innovation

  • Market Access & Export Planning

 

Technical Scope and Approach

The assignment focused on strengthening MSME competitiveness through structured enterprise systems, innovation management, and export preparedness aligned with regional trade and quality infrastructure frameworks.

 

Enterprise Development & Innovation

This module supported MSMEs in:

  • Business model structuring and formalisation

  • Costing and pricing methodologies

  • Operational systems strengthening

  • Innovation planning and product development pathways

The approach integrated quality management principles and standards-based thinking into practical enterprise tools tailored to small and medium-sized firms.

 

Market Access & Export Planning

This module provided a structured export readiness framework including:

  • Export diagnostics and capability assessment

  • Market selection and segmentation methodologies

  • Regulatory and standards compliance considerations

  • Labelling, documentation, and trade facilitation requirements

  • Phased export strategy development

Attention was given to CARICOM trade frameworks and regional integration mechanisms.

 

Institutional and Enterprise-Level Outcomes

The programme supported:

  • Strengthened enterprise governance and operational planning

  • Increased awareness of standards and regulatory requirements

  • Development of structured business and export action plans

  • Improved alignment between MSME strategy and national competitiveness objectives

 

Strategic Relevance

This engagement reflects the practical translation of competitiveness and quality infrastructure policy objectives into enterprise-level systems.

It demonstrates the integration of standards awareness, regulatory compliance, and innovation management into MSME development programming, supporting inclusive economic growth and regional market participation.
